TShock 4.3.15 for Terraria 1.3.1

TShock 4.3.15 for Terraria 1.3.1 has been released. This release introduces compatibility for Terraria 1.3.1 and upgrades the API version 1.23.

Changelog:

Added 1.3.1 compatibility support
Upgraded the TShock project to use NuGet
Added a Concurrent Dictionary<string, object> to TSPlayer so plugins can register data directly to a TSPlayer object
